When I purchased the Cart and WP add-ins, the only thing that downloaded was the readme file for each. The Backlight+pages worked correctly.

That's expected. Have you looked at the readme files? They'll tell you that Add-ons are installed directly within your Backlight admin page.
Log into Backlight then visit Backlight > Backlight Modules. You'll see a list of modules including the add-ons that you've purchased. Install them from there.
